James the major don't seem to be the author of "the epistle of James" which would be work of another James, called  "the juste", one of the four Jesus's brothers (1) who was, in Jerusalem, the first cheef of the community of the disciples of Christ.

He was decapitated in Jerusalem by the king Hérode Agrippa I.  "(..) the king Herod started to maltreate some members of the assembley and he made die by the sword James, John's brother." (Acts of the Apostols 12,1-2)

(1) James ("the juste", so called "the minor"), Joses, Jude (so called Joseph in Matthew 13,55), Simon ( Mark 6,3 ; 15,40)

The romans continue to persecute the disciples, then "the early christians", until the biginning of 3th centurry .

The latter were to meet in the catacombs. They were numerous with being stopped to be martyrized.
